Ashok Chavan and Suresh Kalmandi‏

Resignation of Chavan and Kalmandi do not mean anything. They should be charge sheeted, arrested and prosecuted. The biggest problem of all political parties is that 90% of their MPs, MLAs and local leaders are either corrupt or criminal. When Chavan was made CM we are told that he is a very honest man, maintains low profile. In reality his dishonesty started when he was revenue minister or may be before that. The new CM you will choose from existing MLAs perhaps is already corrupt. You cannot keep on changing CMs.
 
If you ask any Indian to name an honest politician, only name that will come to everyone's mind is your name. No one will talk about Sharad Pawar or Pranab Mukherjee or Arun Shourie. It means that corruption has spread like infectious disease at every level of our political system. The result of annual CPI (corruption perception index) for 2010 is out and India's score is only 3.3, no improvement in last 4 years (3.4 in 2009, 3.4 in 2008 and 3.5 in 2007). You have to think out of box to change the system within the system. I have following suggestions 
  1. Make non political person as CM. It could be retired sports person or CEO of a company. The name that comes to my mind immediately is that of Sunil Gavaskar.
  2. All letters, memos, correspondences by CM, ministers and IAS officers should be put to internet within 48 hours. Whether anything to be classified as confidential is to be determined by some independent body.
  3. Give quasi judicial power to CVC to suspend anybody involved in corruption till the person is cleared by court.
  4. Give election commission the power to stop suspended person from contesting election.
RTI alone cannot stop corruption. RTI can expose corruption but it cannot prosecute corrupt people.
