Reservation in premiere institute‏

I don’t know what prompted Mr Arjun Singh to reserve a good percentage of seats for SC/ST and OBC. No sensible politician would like to dilute brand image of IIT, IIM, ISI or other premiere Indian institute. At the same time I do agree that SC/ST and OBC need some push so that they can compete with socially privileged class. I have few suggestions 
  1. Do not increase number of seats in the existing institutes, as it demands expansion of existing infrastructure resulting more chaos
  2. Create ten new universities all over India to teach general stream, engineering and medical at graduation and post graduation level in next 2 years
  3. Invest at least Rs 400 – 500 crore for each university
  4. Let 80% seats in these universities be reserved for SC/ST and OBC
  5. Let at least 2500 seat be available at graduation level and 750 at post graduation level in each university
  6. Children of the students passing out of these universities cannot get SC/ST and OBC status
  7. Education should not be free. Arrange a loan for the students to be repaid in 7 years once they get a job
  8. Provide financial help, if needed to the family of the students for the period they are in the university
  9. Form a permanent commission who will look for the talents among SC/ST and OBC
  10. Reserve 10% seats for foreign students who will pay twice the amount
  11. Recruit top-notch professors; invest heavily on the facility and infrastructure so that these universities become premiere institute in next 10 years.
